    Singer Becca says Ghanaians read wrongly into her Instagram post about retiring early.

    According to the singer, many comments following the post seemed to suggest there was no room in her life for music anymore. “I think a lot of times people don’t read. Now if you saw my post I put in quotes recording…I’m saying that I’m not going to actively record music,” she said at the launch of Joy FM’s Valentine’s Day event dubbed ‘The Love Experience’.

    Becca says she is, however, open to being booked for shows and is willing to tour with her already existing albums. “When was the last time you saw Daddy Lumba and Amakye Dede, release new music but they’re still two of the highest-paid artists.”

    Becca revealed plans to quit her career as a “recording” artiste by the end of 2020 on January 4. In a post on all her social media pages, Becca stated that she will be making investments in “worthy and talented” artistes after she takes a bow out of music. The ‘No Away’ singer, in her interview at the press conference said that event organisers can book her for shows adding jokingly that “I’m going to charge you a lot.”

    Becca revealed that she has invested in numerous businesses that are also serving as sources of income even after she takes the break at the end of 2020. The ‘African Woman’ hitmaker also added that she would be signing new acts to train and nurture through their journey in music.

    “I love my fans but they need to also understand that I am a human being and as a human being I have aspirations I would want to achieve,” she added.

    The National Democratic Congress (NDC) has accused the government of instigating Monday’s arrest of its National Communications Officer, Sammy Gyamfi by the police over what it says is a ‘trumped-up’ charge.

    The police on Monday arrested Sammy Gyamfi over an alleged cyber-crime offense following what the police say was a complaint from an officer at the Jubilee House.

According to the NDC however, the arrest forms part of a bigger ploy by the government to harass and intimidate its officers in order that they would keep quiet in the run-up to elections 2020. The NDC at a press briefing Tuesday, addressed by its Communications Director, Lawyer Kakra Essamuah said Sammy Gyamfi’s arrest formed part of “a larger scheme of intimidation and harassment calculated at breaking our front and cowering us into silence”, however, he said that will not work.

    “Sensing a humiliating defeat in the elections because of the pronounced maladministration characterized by massive corruption, unprecedented levels of nepotism, excruciating economic hardships, arrogance and waste of public resources through ostentation, the Akufo-Addo government has resorted to these discredited tactics to stay afloat.”

    “If the intent is to cow the NDC into keeping quiet over the horrible governance he is offering, then he is grossly mistaken. “The NDC is an unshakable force that has dominated the country’s politics since our return to constitutional rule. This is a party that has defeated the NPP four out of seven times in national elections.

    The Assin Central Member of Parliament (MP), Kennedy Ohene Agyapong, has said the opposition National Democratic Congress (NDC) is hatching diabolic plans to disorganise the activities of the Electoral Commission (EC) ahead of the 2020 general election.

    The NDC’s main objective, according to him, is to work in secret and destroy the vital information of the EC, especially when the election is approaching, in order to tarnish the image of Jean Mensa, the EC Chairperson, who would then be seen as ineffective. In order to carry out this ‘wicked’ agenda to perfection and plan how to execute it, he said some top NDC kingpins, led by the National Chairman, Ofosu-Ampofo, have started meeting in a certain farm at Afram Plains. Mr. Agyapong said he was closely monitoring what he called the ‘diabolical activities’ of the NDC against the EC. He claimed to be abreast of vital information about almost the daily activities of the NDC, regarding its intentions of tarnishing the image of the EC boss and one of her deputies, Dr. Eric Bossman Asare, and he would expose them at the right time.

    “Sinari has purchased some pickup vehicles, which are being parked in the house of Ofosu-Ampofo and they are meant to destroy the information of the EC so as to shut the EC down and destroy Jean Mensa, the EC boss. “As part of this plan, the NDC kingpins, including Ofosu-Ampofo, have started meeting in a farm at Afram Plains, which is believed to belong to a key member of the NDC. They met on the farm on December 18, 2019,” he alleged.

    The outspoken MP said the NDC elements, knowing that their agenda against the EC is wicked and illegal, have decided to meet in the farm so nobody could know about their nefarious activities. But unknown to the NDC, he said, his huge lenses have been placed on them and so he is privy to the time of their meetings in the farm and even the issues that they discuss to destroy the work of the EC. “I am monitoring them closely; in fact, I know everything,” he stated, adding that “we are on top” and they would be exposed and dealt with accordingly at the appropriate time for all to see.

    Mr. Agyapong was of the view that the NDC, like any other political party in the country, has the right to demonstrate against any act of the EC that they deemed untoward “but they should not use threats”. Speaking on NET2 TV, he said the NDC members are no longer in the political office so if they try to take any action that would disturb the peace and the forward march of the country, the security agencies would not hesitate to deal with them. The Assin Central lawmaker also wondered why the NDC and few political parties have kicked against the EC’s plan to clean the voters’ register at a low cost, stressing that the NDC’s intimidation against the EC would not work.

    He described the electoral body as an independent institution, with the sole mandate of running the elections without fear or favor; therefore, nobody should try to make its important work difficult.

    Supporters of Lawyer Akwasi Amofa Agyeman were angry when they accompanied their candidate to the NPP branch at Bekwai to pick nomination forms only to meet the party offices locked up.

    The supporters who spoke to this reporter accused the party Chairman and the incumbent MP of conniving to prevent Lawyer Akwasi  Agyeman from becoming MP of Bekwai constituency.

    They explained that, since the rules and regulations govern the NPP party gives each one mandate to contest every position, the office should have been open at the moment where every constituency office has opened for those interested to lead the party in impending 2020 poll, but the constituency chairman, Mr. Patrick Adu Gyamfi has intentionally locked the office and refused to pick any call from the potential contestants especially their candidate.

    “We have made the payment of Ghc2,000.00 at the NPP national headquarters Accra, as nomination fee on behalf of our candidate which guarantees us to pick up the forms but only to meet locked up an office in the Constituency”, they bemoaned.

    The supporters, describes the incidents as barbaric and bias, “This development though disappointing does not come as a surprise as attempts have been made to get the incumbent MP, Hon. Joseph Owusu to go unopposed”, they expressed worried.

    As at 5:00 pm, the Bekwai NPP constituency office was still locked, the supporters says until party leadership opens up the office for their candidate to pick his forms, they will continuously storms the premises daily in numbers until the Regional and National executives intervene for necessary resolution.

    A member of the Ghana National Association of Small Scale Miners Taskforce against illegal mining has revealed that so long as politicians continue to manipulate the mining sector especially small scale mining, it will be difficult for the nation to win the war against illegal and irresponsible mining.

    Andoh Bresi believes that failed attempts by successive governments to regulate the mining sector should be blamed on politicians rather than putting all the blame at the doorstep of the miners.

    Though he concedes, some of the miners do things haphazardly, the connivance of politicians for their selfish interest and lack of political will to ensure sustenance of proper regulations continue to contribute to the worsening environmental degradation and pollution of the river bodies.

    He is worried about how numerous government policies aiming at controlling illegal and irresponsible mining has not been successful, accusing the politician for employing political power in such situations to their advantage.

    In such instances, the politicians become miners and flout their own laws to defeat the government’s good intentions.

    According to him, the neglect of the Ghana National Association of Small Scale Miners in the formulation and implementation of such policies is another biggest factor.

    Describing GNASSM as the only legitimate body to oversee the activities of small scale mining in Ghana, it should be worrying to every Ghanaian why such body is always relegated to the fore when addressing issues and challenges in the sector.

    He has therefore challenged GNASSM to look beyond the level of the politicians and take up the responsibility of ensuring that sustainable and responsible small scale mining is practised in Ghana.

    The unavailability of basic logistics such as vehicles, Motors and financial assistance is hampering the efficient discharge of our duties.

    Mr Kwadwo Asare, the National chairman of the Citizen Watchdog, a private security agent that gives information to the Ghana police service, said this at a press conference in the Ashanti region.

    He said their agency covered the whole country which headquarters is in Kumasi with an estimated population of 500.
    However, the group (Citizen watchdog) had no vehicle and other logistics to help police exposed and fight crime in the country.

    Mr Asare stated that in spite of the challenges, the agency had performed creditably over the years, especially in crime combat, to ensure a peaceful environment within the country.
    That, he noted, was achieved through vigorous day and night patrols, intelligence gathering and the collaboration from the police.

    He said, with the increasing population, globalisation, and advancement in technology and electronic commerce, a new type of gathering information was needed to ensure a peaceful and stable society.
    He expressed unhappiness that people most often found it difficult to volunteer financial assistance to them and therefore, appealed to the public to willingly give out some assistance to enable them apprehend criminals quickly.

    The Chairman said robbery and killing of innocent souls without justice were issues negatively affecting the development of the area and stressed the need for opinion leaders to take steps to address them by supporting them with the needed logistics to ensure peace.

    He commended the Ashanti regional police Commander for his continuous support to the agency and appealed for more cooperation to enhance their operations.

    Some of the political parties who attended the conference applauded the group for their hard work and appealed to them to continue to respect the rights of the people.
    They assured them of their readiness to support them whenever the need arose to help maintain peace in the area region.

    Ghana launches 2020 Chocolate Day

    Ghana on Tuesday launched the 2020 National Chocolate Day celebrations with a call for patronage and usage of “Made in Ghana Chocolate”.

    Mrs Barbara Oteng Gyasi, the Minister of Tourism and Creative Arts, who launched the programme, encouraged the use of chocolate as a ‘Gift of Love’ to all during the celebration.

    This year’s celebration will commence from February 10 and climaxed on February 14, on the theme; “My Chocolate Experience: My Holistic Well-Being”.

    Mrs Oteng Gyasi said the Ministry, in 2005, instituted the National Chocolate Day to coincide with Valentine‘s Day, February 14, to promote the consumption of Made-in-Ghana chocolate and cocoa based products.

    She said it was also to position cocoa and the chocolate experience as a strong element of the Ghana tourism experience, saying this had been largely successful with the Day being an important feature of the tourism calendar of events.

    She said this year’s celebration would begin with a Digital Campaign Competition where contestants would post a picture of themselves enjoying chocolate or any product produced with chocolate at a hospitality establishment on social media.

    To ensure Good sanitation BONO EAST REGION, the Traditional council met stakeholders at Techiman palace to discuss the proper way of managing disposal of waste in Techiman township.

    During the meeting, it was agreed that, last Saturday of every month was accepted which from now on was that day is clean up exercise day in Techiman.

    Moreover it was also agreed that, in some places like market and stations, the leaders in those areas will ensure that it members work before they all go to their various communities and work there also.

    Again, it was agreed that, the clean up exercise start at 6:00 am and end at 10:00am which it was also agreed that, the planning committee will every month review report on status of the program implementation to NANANOM and municipal Assembly.

    Furthermore, it was agreed that, the Assembly will make a by – law to sanction citizens who fail to participate in the program.

    After the meeting, Kentanhene also Dabenhene for Techiman traditional council Nana Owusu Antwi Bosiako II said this to the media.

    The Techiman municipal Zoom lion boss Mr Emmanuel Abasiya also suggested that, for the tools and equipments everyone should come with some so that zoom lion can provide the rest to ensure that there is a good results at the end of the exercise.

    15 YEARS OLD GIRL MURDERED IN COLD BLOOD

    A 15 years old girl Georgina Antwi of Ankaful Basic School near cape coast has been murdered in cold blood.
    According to the father of the deceased,Mr Emmanuel Mintah said her daughter was on her way going to school on a bush parth when she was whisked away and later murdered. It was reported that her body was found by some residents of Ankaful who alerted the police.

    The body had been deposited at the cape coast hospital. Police investigations later led to the arrest of two men suspected to have allegedly masterminded the murder to assist with the investigation. There has been an information of a third suspect who is currently on the run. Meanwhile the police have intensified their investigations and are seeking the support of the public to apprehend him.

    The former Mp for Nkwanta south constituency who doubled as the ex majority chief whip, Honourable Gershon Gbediame, identified some cocoa farming communities in the constituency during his days in the office as Mp and resourced them with cocoa seedlings and cutlasses to promote agricultural productivity in the area.

    The former Mp who has endless love and support for his constituents three days today went to some of these cocoa farming communities to donate free organic concept fertilizers to all the cocoa farmers there in order to augment productivity and also to alleviate poverty as well as sufferings of the people.

    These communities are Pusupu, Brewaniase, Bontibor, Abruburwa, Fankyeneko, salifu, Obanda and kpena.

    He is still having more of these cocoa farming communities in the constituency to donate more of the fertilizers, he’s hoping to cover the entire municipality by next week to ensure a fair and transparent donation of the fertilizers to all the farming communities in the municipality.

    Hon Gershon believes that, vegetable farming is one of the best investments in the agriculture sector, hence he’s poised to donate more of the fertilizers to people willing to go into vegetable farming, he is ready to promote vegetable farming to make Nkwanta south constituency the best suppliers of vegetables in the Oti region and Ghana at large.

    Addressing some farmers over 500 people at Brewaniase, he advised the youths to invest more in agric, most especially vegetables farming, he believes that will promote entrepreneurship and also provide economic freedom for them as young ones to be self dependent.

    The former Mp has vowed to support constituents of Nkwanta south constituency in his little way, despite the fact that he is no more in office, he still believes that, helping others does not require a political power to do that.

    The former majority chief whip want to use this opportunity to assure farmers in the Nkwanta south constituency that, he has more plans to support them, those who farms cassava and yam will soon get a support to also explore more in the production of those crops.

    Regrettably, despite demonstrating enough utility and justification for the adoption of a new Biometric Voter Management Solution to deal with the many challenges with the current system by the electoral commission, some political parties led by the NDC, are hell-bent on registering strong opposition to this innocuous intention by the commission to improve our electoral system. You would expect that as key stakeholders, all political parties will rather throw their unflinching support for the election management body to enhance the nation’s electoral administration and not be seen to be thwarting the efforts of the commission.

    We are saddened by the continuous bashing of the EC by the NDC in particular for no justifiable reasons, and we wish to call on all well-meaning Ghanaians to call the so-called main opposition party to order. The NDC proves to be a big danger to the confidence endeared in IPAC and indeed an agelong stumbling block to the enterprise of electoral reforms for purposes of enhancing our electoral system. You will notice that, consistently, anytime we all sit at IPAC and take decision, the NDC will come out to contradict what we had all agreed on. Here, mention can be made of their betrayal of trust on the U-turn they made regarding the ‘botched’ referendum on local government elections recently among several examples. With all due respect, the NDC makes IPAC look almost useless. 

    In furtherance of their diabolic agenda against the EC, we have taken notice that the NDC is currently leading a Coalition comprising some 6 political parties under the umbrella name “Inter-Party Resistance Against the New Voters’ Register” to constantly torment the EC in its attempt to improve our electoral system by procuring a new biometric system ahead of election 2020.

    It is interesting that out of the over 21 registered political parties operating in the country, the NDC was able to convince only 6 of the parties to join them in this destruction mission. The Coalition, you will recall, held a press conference on Monday to make its case against the compilation of a new register ahead of the 2020 elections. Unfortunately, however, their statement was replete with deliberate distortions and blatant falsehoods intended to mislead and incite the Ghanaian public against the EC’s move to compile a new register.

    We wish to at this juncture, respond to some of the claims they made and accordingly set the records straight:

    a) Why should the EC compile a register in an election year?

    Response: Records have it that anytime the Electoral Commission of Ghana compiled a new voters register, it had almost always done that in an election year. Indeed, the current biometric voters register, which was compiled by the EC was done in an election year, which was in 2012. Also, in 2004, the EC complied a new voters register prior to the general elections held that year. Hence, the Commission’s capability to compile a new voters’ register in an election year can certainly not be doubted by any stretch of imagination. So, what we are seeing today is not new… but a continuation of the EC’s own established convention.

    b) It is too expensive to compile a new voters register

    Response: This is a blatant falsehood because, on the contrary, the report from the independent consultants as well as the EC’s own IT team have established that it is rather more expensive refurbishing the current system which had become obsolete and unfit for purpose than to acquire an entirely new system. In other words, the amount of money spent on refurbishing parts and renewing warranties on the current system could be used to acquire a brand new system that is robust, modern and durable user-friendly with full functionality and warranties.

    Secondly, the amount of money spent by the Charlotte Osei-led EC for just limited voter registration in 2016 is much more than the amount of money proposed to be spent by the Jean Mensah-led EC, not for limited registration but for an entirely new biometric system with more functionalities. Charlotte Osei spent GHc487.9 million on limited registration whereas Jean Mensah is spending GHc 390 million to procure a new Biometric Voters Solution and to compile a fresh voter registration. The EC gave a breakdown of the figures in a press conference it held recently as follows:

    “The cost of updating the obsolete Data Centre as proposed by the previous vendor was to have cost the Commission Fifteen Million United States Dollars ($15 million) exclusive of taxes. Today, the Commission is acquiring a new Data Centre at Six Million United States Dollars exclusive of taxes. Further, the cost of refurbishing the obsolete BVR kits as proposed by the previous vendor was 3,500 Dollars per kit. This is how much we are buying a new kit for. The cost of procuring a new BVR Kit as proposed by the previous vendors was $5,145 exclusive of taxes.

    We intend to procure a new BVR kit for 3,500 inclusive of taxes. Furthermore, the cost of upgrading the obsolete BVDs as proposed by the previous vendor was $244 and the cost of a new BVD as proposed by previous vendors is $917 exclusive of taxes. The Commission intends to acquire new modern, user-friendly BVDs for 400 USD inclusive of taxes. At the end of the procurement process, we will inform Ghanaians about the actual costs involved”.

    c) Spending GHc 390 million on a new voters register is a misplaced priority

    Response: Election is very key to the sustenance of our multiparty democracy, and the cost of a disputed election cannot be quantified. It is certainly not too much to spend GHc 390 million to secure the peace of this country before, during and after general elections. We also disagree with their claim that this money should rather be invested in building more schools, hospitals, roads and in resolving other social problems. In any case, government has not stopped building schools, hospitals and the construction of roads among others. And spending GHc 390 million on new voters register that will enhance the credibility of our elections will not stop government from continuing to deliver social infrastructure to the Ghanaian people.

    Government and for that matter, the state has not told us that it cannot finance the cost of the compilation of the register. Also, Parliament has given the EC the green light to go ahead and spend that amount of money on the acquisition of a new biometric voters solution and the subsequent compilation of a new voters register. In any case, is the NDC telling us that in 2012 when they were in government and the EC decided to compile a new biometric voters register, all the problems in Ghana had then been resolved? Were all the roads constructed? Were all the schools and hospitals needed in the country built? Can there ever be a time where the nation will not clamour for roads, hospitals, and schools? Why are we being this hypocritical and disingenuous?

    d) Compiling a new voters register is a recipe for chaos in the country

    Response: We cannot fathom how the compilation of a new voters register to improve and enhance the credibility of our election can be construed by any reason man as a recipe for chaos. On the contrary, we think that it is rather the NDC’s reckless comments and ugly noises against the compilation of a more credible register as well as their diabolic agenda against the Election Commission including their desperate move to incite the Ghanaian public against the Commission that is jeopardizing the peace and security of this country. You will recall the Ofoso Ampofo’s [NDC National Chairman] leaked tape and recently Elvis Afriye Ankrah [The NDC Director of Elections] leaked tape on the subject.

    In effect, the NDC has unleashed its babies with sharp and its leadership to go launching attacks at the EC and inciting the public to stage a sustained protest in a manner that will bring the entire country to a standstill as indicated by the NDC’s director of elections, Elvis Afriyie Ankrah. Also, one of their lead-communicators, Prince Derrick Adjei, in a recent Facebook post indicated “NEW VOTERS REGISTER must only be after 2020 election if we are to avoid bloodshed… #Akufo-Addo ABORT”. Certainly, it is this kind of posturing by the NDC that is a recipe for chaos and not the EC’s move to enhance the credibility of the voters register by the acquisition of an enhanced biometric system. 

    e) We successfully used the current register in the just ended District Assembly and Unit Committee Elections

    Response: This is akin to comparing apples with oranges because we all know that turn out in district assembly and unit committee elections is nowhere comparable with turn out in general elections. Hence the pressure that is brought to bear on the biometric system during district assembly elections is nowhere comparable with what we often see during general elections. In any case, the EC tells us that even with the less pressure and turnout associated with the district assembly elections, they had to refurbish and repair the BVDs at huge cost to get them ready. This, they said, was labour intensive and an expensive process that spanned through several months from May, 2019 to December, 2019 with the Commission having to hire additional hands to get the devices ready for the district assembly elections.

    The Commission spent close to Two Million Ghana Cedis just for refurbishment of the BVDs and BVRs ahead of the district assembly elections. Notwithstanding these extra efforts the EC took, the data shows that out of a total number of Five Million, Four Hundred and Thirty-One Thousand, Nine Hundred and two (5,431902) verified, Thirty-Four Thousand, Eight Hundred and Forty-Three (34,843) were manually verified. This is a significant number which can determine the winner of an election, as we saw in the 2008 general elections. However, we all know that the inclusion of facial recognition which comes with the new system will completely eliminate manual verification and will ensure that the will of the people stands and that every vote cast matters.

    Conclusion

    To conclude, we are convinced ladies and gentlemen by the Electoral Commission’s justification for acquiring a new Biometric Voter Management System (BVMS) and also compiling a new voters’ register ahead of the 2020 general elections. As key stakeholders, we associate ourselves wholly with any electoral reforms or process that seeks to enhance the nation’s electoral system and engender the needed confidence and credibility in our elections. We, however, implore the EC to continue to engage all stakeholders including those opposed to this undertaking in an atmosphere of openness and sincerity.

    The commission must continue to demonstrate that it has the wherewithal within the constraint of time to administer the new Biometric Voter Management System (BVMS) and also to compile a new voters’ register ahead of the 2020 general elections. As political parties and key stakeholders, we assure the Ghanaian people that we shall continue to keenly police the process and not hesitate to make our concerns public should we have any, in order to have same addressed by the election management body for the advancement of our multiparty constitutional democracy and for the love of country.

    THE EC’s DECISION TO COMPILE A NEW VOTERS REGISTER AHEAD OF ELECTION 2020

    Ladies and gentlemen of the press, it will be recalled that the EC has, time without number and in line with its constitutional mandate, served notice that it intends to procure a new Biometric Voter Management Solution ahead of the 2020 General Elections which will, therefore, lead to the compilation of a new voters register, and has proceeded to justify the need to do so.

    In arriving at this decision, the Commission consulted all the relevant stakeholders particularly the political parties through IPAC, where extensive deliberations have been held between the EC and political parties on the subject. The EC, in justifying the need to compile a new register, informed the parties and indeed the general public that its decision is based on the advice of its IT team and external Consultants to the effect that, it would be prudent to acquire a new system rather than refurbish the current system which had become obsolete and thus unfit for purpose.

    “We have been made to understand through the expert opinion that the amount of money spent on refurbishing parts and renewing warranties could be used to acquire a brand new system that is robust, modern and durable user-friendly with full functionality and warranties” the EC stated in a press conference it held recently. Also, according to a letter from the immediate past vendors of the current biometric system, which was contracted by the Charlotte Osei-led EC, the Commission would assume so much needless risks if steps were not taken to change the equipment. Accordingly, in a letter they wrote to the EC, they stated that:

    “We would be like to announce that the items in the present BVRs are End-of-Life including laptops. This means that no components are available to repair the items. For purposes of availability, maintainability, and compatibility in the future we recommend to purchase new BVRs. If you have any questions please contact us”.

    So, ladies and gentlemen, we wish to ask that if you inherit a biometric system and you are advised by the entity handing over the system to you that the system had reached its end-of-life and that, it will be imprudent and unwise to want to continue spending on refurbishing the system as compared to acquiring an entirely new system, what will you do? This reasonable man will ignore such advice and continue to spend on a system that had clearly become obsolete and out of date when he could use a much lesser amount to acquire a brand new system that is robust, modern and durable user-friendly with full functionality and warranties?

    Why are we being disingenuous to ourselves and not allow sincerity and candour to govern our conduct in this conversation? We should not also forget that it has always been the practice over the years for the EC to replace the voters register after every 8 years: that is after two General Elections and two District Level Elections due to population dynamics and technological innovations. The reason for the periodic replacement of the voters’ register is mainly as a result of reforms to improve the credibility and integrity of the register.

    Also worthy of note is the fact that the current Biometric Verification Device (BVD) is unable to verify a number of voters electronically resulting in a high number of manual verification on voting day, which is largely unreliable and a potential source of dispute as it tends to compromise the integrity of the elections. Whilst the current Biometric Voter Device (BVDs) and the Biometric Voters Register Kits(BVRs) that the Commission uses are often challenged due to their inability to do fingerprint verification, a significant number of these devices can also not be repaired. The EC tells us that for the recently ended District Level Elections (DLE), the Commission had to refurbish and repair them to get them ready for the DLE.

    “This was a labour intensive and expensive process that spanned through several months from May 2019 to December 2019 with the Commission having to hire additional hands to get the devices ready for the DLE. The Commission spent close to Two Million Ghana Cedis just for the refurbishment of the BVDs and BVRs ahead of the DLE”.

    To make matters worse, the current biometric architecture does not have a facial recognition technology nor does it allow for a facial recognition add-on to be added. The new Biometric Voter Management Solution that the EC intends to acquire ahead of the 2020 elections will have a facial recognition as an additional feature for those whose fingers cannot be verified and thus reduce the high incidence of manual verification which often proves to be problematic and tends to compromise the integrity and credibility of our elections.

    Not only that, but the new biometric system will also significantly reduce if not completely eliminate the increasingly high identification failure rate by using new scanners and software with improved fingerprint capturing algorithm and the use of certified fingerprint image quality assessment software to ensure image quality. Registration officials will now, have real-time image quality feedback to improve capture.

    Last but not least, the EC tells us that its staff were not trained on the current solution per the contractual terms to enable the Commission takeover after the expiration of the contract. “The EC staff, therefore, are not able to, by themselves, update or enhance the software solutions at the time of the handing over. The EC is currently building and enhancing in house capacity and recruiting skilled IT Professionals. However, the source code for the software solution is not available.

    It is in the possession of the vendor. It will be highly unwise on our part to continue to run a solution we do not have control over. This will be a huge risk to the Country and is akin to mortgaging our sovereignty to a vendor. A case in point is the last elections in Kenya where the vendor of the solution traveled outside the country after the elections and locked up the data. This led to a re-run and violence”. Is this what we want as a country? Certainly not…
