  • TUC KICKS AGAINST PRIVATIZATION OF PUBLIC PAYROLL SYSTEM

TUC KICKS AGAINST PRIVATIZATION OF PUBLIC PAYROLL SYSTEM

The Trades Union Congress (TUC) has kicked against a decision by government to outsource the management of the public pay roll system to a private entity.

According to TUC, the private sector has a profit motive and may compromise the process to maximize profit.

“There are many private sectors that are failing including banks which we are paying for. So where comes the idea that the private sector can do better than the public sector,” Director of Research at the TUC, Dr. Kawbena Nyarko Otoo questioned at a Post 2019 Budget Forum organized by the Union in collaboration with the Friedrich-Ebert-Stiftung foundation.

Government in the mid-year budget statement mentioned that it is considering outsourcing the national payroll system to a private company to ensure effective management of the system.

This, the Finance Ministry said is to reduce the wage bill which as at 2017 stood at 45 percent of total tax revenue.

The ratio of wage bill to national tax revenue dropped from 70 percent in 2010 to 45 percent in 2017, however, it still remains one of the largest expenditures of government’s items besides debt servicing.

Government is currently targeting to reduce the figure to 35 percent by the end of 2019.

The Finance Ministry is hoping to achieve this by deleting all ‘ghost’ names from the payroll system.

However, Dr. Nyarko Otoo said privatizing the payroll system is not the solution to Ghana’s high wage bill.

“This idea that every problem in the public sector can be solved only by privatizing for us is neither here nor there. Controller and Accountant General has little competence to payroll administration and so a separate unit can be created within the Finance Ministry while the Controller and Accountant General focuses on the key role of paying public sector workers,” Dr. Nyarko Otoo noted. Over 34,000 ‘ghost’ names were deleted from the payroll in 2012.

In 2017, 27,000 names were deleted from the payroll data of SSNIT pension earners.

In another exercise, a little over 23,000 names were suspended from the payroll as the individuals could not be accounted for.

  • SHATTA WALE WILL DIE ON 24TH DECEMBER – PROPHET CLAIMS

SHATTA WALE WILL DIE ON 24TH DECEMBER – PROPHET CLAIMS

Funny how these Prophets can see doom but never blessings. Well, one has a doom prophecy for dancehall musician Shatta Wale. A video on Instagram shows a pastor prophesying unto his congregation. Among his prophecies was one meant for Shatta Wale.

He said, “God said I should tell Shatta Wale that if he is not very careful and cautious, he will be involved in an accident in December and die.”

He also said 4 major accidents involving Yutong buses would occur on the Accra-Kumasi road. This he attributed to politicians specifically a particular political party.

Hmmm … these dregs up painful memories of when pastors came up to claim Ebony’s death. The frequency at which death prophecies are doled out in this country, one would think we only have Prophets of Doom living amongst us.

  • FAIRTRADE TO RAISE FLOOR PRICE FOR COCOA FARMERS

FAIRTRADE TO RAISE FLOOR PRICE FOR COCOA FARMERS

Fairtrade International will raise the floor price and fixed premium it requires companies to pay cocoa farmers for their beans under its scheme, the non-profit organisation has said.

According to Reuters, the certification group will increase its Fairtrade Minimum Price for conventional cocoa by 20 percent, from $2,000 to $2,400 per tonne. The new pricing structure will take effect on Oct. 1, 2019.

The fixed premium that farmers receive on top of the base price – used to fund business and community projects – will also increase from $200 to $240.

The changes come as certification bodies face criticism for not doing enough to address issues such as poverty, child labour and deforestation in the cocoa supply chain.

A Fairtrade study this year found that in top grower Ivory Coast 58 percent of cocoa farming households certified by the scheme earned incomes below the extreme poverty line.

“The challenges in the West African cocoa sector are huge,” Fairtrade said in a release. “The new Fairtrade Minimum Price will allow average Fairtrade cocoa growing households to earn above the extreme poverty line.”

Ivory Coast and Ghana, the world’s top cocoa producers, also have floor prices for farmers but they are adjusted each season depending on the world price, which leaves farmers exposed to fluctuations.

Fairtrade is the only major certifier that requires buyers to pay a minimum price and a fixed premium. It says its pricing model provides a crucial safety net for farmers when prices drop, although it has inspired some big companies to move away from Fairtrade.

  • WHAT EVERYONE SHOULD KNOW ABOUT CREDIT CARDS

WHAT EVERYONE SHOULD KNOW ABOUT CREDIT CARDS

For many people, the use of a credit card as a financial instrument, is met with some amount of apprehension. Justified or not, a lot of these apprehensions are borne out of a lack of an understanding and a complete appreciation of a credit card, how it differs from other cards and the benefits it has for users who use it appropriately and for the right purposes.

Ordinarily or even as a natural instinct, people would want to steer clear spending money they do not have and that is the sense in which a lot of us view credit cards. In actual fact, however, the use of a credit card can in many ways encourage responsible borrowing. How? Let us first learn a bit more about credit cards.

    What is a Credit Card?

A credit card is a financial instrument that allows you to access a credit limit your bank gives you. A credit limit is just like a loan that you can use as and when you need and it is limited to the amount of credit limit given by your bank. The bank allows you to reuse the loan over and over as long as you keep paying the minimum installment on a monthly basis. In very simple terms, a credit card gives you access to a predetermined short-term loan from your bank, which you pay back at a specific time agreed upon by you and your bank. This is different from a debit card also issued by your bank. But how?

How a Credit Card Differs from a Debit Card?

Credit cards and debit cards work in similar ways but are very different. First, when purchasing something with the debit card, the money comes directly from your bank account whereas in the case of a credit card, the purchase is charged to a line of credit for which you are billed later. Secondly, debits cards are not debt instruments because whenever you use a debit card to make a payment, you are just tapping into and withdrawing from your bank account. But credit cards are debt instruments. Meaning whenever you use a credit card for a transaction, you are borrowing money from the bank, which you are obligated to repay later.

Lastly, the use of a debit card requires that you have enough money in your bank account or an agreed overdraft to cover the transaction. A credit card, on the other hand, is not linked to your current account. It is a credit facility that allows you to buy things immediately, up to a pre-arranged limit and pay for it later, you then have a choice of paying off the bill in full by a set date with no interest or paying at least a minimum amount and spreading the repayments over a period of time.

So Why Do You Need a Credit Card?

Credit cards have lots of benefits for consumers when used appropriately and for the right purposes. A credit card is the safest and most flexible and save personal loan you could find. You choose how much you spend and borrow each month, as well as whether you repay the minimum amount (10% of outstanding balance) or whether you pay the full amount. Using a credit card is very convenient. Credit cards allows you to make purchases without drawing cash to pay for them.

The card is a very safe and convenient way to make a range of payments to suppliers, either for physical goods or services. And all these transactions carry no transaction fee, in fact they are free to you. This means that a credit card can be used as a safe and convenient payment method where the payments are free when used at merchants. And it is interest free too, if you pay the full outstanding balance each month.

One very interesting thing about a credit card is its inherent security covers and protections. Credit card companies are obligated to protect cardholders from fraudulent purchases especially online. When the purchase is made, the credit card company first verifies the website the purchase was made before authorizing payment. If the website is found to be fraudulent the credit card company will not go ahead with the payment thereby protecting the cardholder from fraud. In this way, you are able to pay for your online purchases with the assurance that the transactions are secure.

Finally, a good credit can build a credit score that enables you to get good rates for your purchases. A good credit is when you make purchases using a credit card and pay off within the pre-arranged time. When this is adhered to overtime, you sometimes get discounts on your purchases amongst others. The credit card market, especially in Africa, is an emerging one that needs a lot of education. Hopefully this article has been of help and will make you make an informed decision about a credit card.

KENYA TO ‘BAN PORNOGRAPHIC SITES FOR TEENAGERS’

Kenya’s government plans to restrict access to online pornographic sites in a bid to reduce pregnancies among schoolchildren, Information Minister Joseph Mucheru has told the BBC Focus on Africa radio programme.

His comments came amid growing concern in Kenya about teenage pregnancies. Between July 2016 and June 2017, the Kenyan health ministry recorded almost 350,000 pregnancies in the 15 to 19 age group.

He has ordered the communication regulator to see how children and teenagers can be blocked from watching pornographic sites, Mr Mucheru said.

The government would not want to “condone” children and teenagers accessing pornophrapy online, even if it was not linked to pregnancies.

Actress and TV personality, Joselyn Dumas, has resigned from Joy FM, seven months after joining the Accra-based media outfit.

According to a report by GhanaNewsPage.com sighted by YEN.com.gh, Joselyn resigned because she was failing to produce the needed results.

Joselyn joined the Multimedia Group in March 2018 and was described as ‘talented presenter’ who was set to leave a huge mark at the station.

The award-winning actress was assigned to join Naa Ashorkor and Sammy Forson to help transform the flagship radio station of the group, Joy FM.

The big money signing joined Lexis Bill as the co-host of the station’s late afternoon show, Drive Time on Joy FM.

She was also billed to be hosting shows on Joy News and Joy Prime. According to reports, Joselyn’s appointment was said to have caused disaffection among staff members at the media firm as her role was not clearly defined.

Some of the staff believed that there were already enough capable hands to execute her tasks and hence her signing was unnecessary.

Joselyn’s departure came in less than 24-hours after Kofi Adomah resigned from Adom FM, a sister company of Joy FM.

ADMIT YOU MADE MISTAKES THAT TRIGGERED FEUD WITH REGULATORS – HAMMER TO NAM 1

Barely twenty-four (24) hours after Members of the Coalition of Aggrieved Customers of Menzgold on Tuesday, 27 November 2018, hit the streets of Accra to protest against the management of the gold-trading firm, the Chief Executive Officer, Nana Appiah Mensah has replied the customers.

Aggrieved Customers protested against Menzgold management in demand for the payment of their full principal investments locked-up with the company.

The displeased Menzgold Boss who believes that the Coalition of Aggrieved Customers are adding more woes to the already unsolved issues which dent his personality responded to the demonstration by the customers.

In his tweet, Nana Appiah Mensah indicated that Menzgold customers have taken heed to misconceptions and destroying his hard-earned reputation.

“Instead of us being resolute, you’ve fallen for the misconceptions and further denigration of my name & the brand. We shall do the needful now. God knows we defended our collective cause. #Posterity #Hail! Menzgold Global” NAM1 Tweeted

However, the CEO of The Last Two Music Group, Edward Nana Poku Osei, known in showbiz circles as Da Hammer sent a subtle reply to Nana Appiah Mensah to admit that his mistakes triggered the feud with regulators resulting in his misfortunes.

“I know u genuinely wntd to make & share e wealth wi ur fellow Ghanaians bt u must admit dat u made mistakes dat triggered dis feud wi regulators resulting in ur misfortuns. The company was asked to shut down its Gold vault trading by the Security and Exchange Commission (SEC) in August, after its brushes with SEC and BoG over the company’s operations.

The state agencies insist Menzgold does not have the licence to conduct business in the manner it was doing by paying dividend to clients.

Meanwhile, the company has shifted its operations online to replace their initial business of trading gold with customers and paying dividend at their offices.

INCREASE AGRIC PRODUCTION TO SUSTAIN GHANA COMMODITY EXCHANGE

Some private operators in the agribusiness value chain have suggested targeted investments into the agricultural sector to increase production and sustain the Ghana Commodity Exchange (GCX).

According to the Managing Director of RMG Ghana, William Kotey, existing programs like planting for food and jobs could be expanded to reach more farmers with the provision of their basic working needs.

He made the remarks when he took his turn at CIMG’s Evening lecture series on Thursday, November 29, 2018.

“We are saying that you must make sure that the links that will make it beneficial to farmers are really put in place so if we are asked to offer whatever services that we have, we are ready to share. In ensuring that those facilities and systems are working,”

“Somebody will have to go back to the field and help in production levels so that the farmers can increase their yield and will have as much as needed to let the exchange operate,” he added.

Mr. Kotey, whose company has already signed a Memorandum of Understanding (MoU) with the Ghana Commodity Exchange says they are assessing the operations and scope of the platform.

The Ghana Commodity Exchange provides a platform for farmers to get competitive prices for their produce by connecting sellers to buyers. It was launched on November 7, 2018 by President Akufo Addo.

The Exchange will allow the buying and selling of listed agricultural commodities in the country.

For now, the platform trades in grains and calls have started pouring in for other commodities like cocoa to be brought on board.

She has for the past years been lamenting over the issue as according to her, many people think she was the one who was married to the controversial Morning Show host of the station. Captain Smart’s Marriage Captain Smart a few years ago got married to a Belgium-based Ghanaian lady also called Afia Pokua. The Morning Show host made noise about his marriage several times causing most listeners of the station to think that he had gotten married to his colleague, Afia Pokua (Vim Lady). Months after the marriage, another Ghanaian known as Mr. Murphy who was also based in Belgium came out to say that Afia Pokua was his wife and had two children with her. Murphy claimed at the time that he was married to Afia Pokua for 18 years and they have two kids – 17 and 12 years together. • PHASE 2 OF MOBILE MONEY INTEROPERABILITY GOES LIVE

PHASE 2 OF MOBILE MONEY INTEROPERABILITY GOES LIVE

The Vice President, Dr. Mahamudu Bawumia is advocating a review of the cap on daily mobile money transfers.

He explains this should reduce the turnaround time for businesses and individuals.

The Vice President made the remark when he launched the second phase of the mobile money interoperability on Wednesday, November 28, 2018.

“Given this powerful platform, it may be necessary to take a second look at the ceiling we have placed on the amount of money that can be transferred daily of course with the attendant security to ensure that the system is not compromised. This is to ensure that people and businesses will have the latitude to send and receive money across these platforms,” he said.

Dr. Bawumia added, “The possibilities are really major and I am counting on our fintechs to help lead the drive on our full utilisation of the platform that has been created.”

Between May and October this year, the mobile money interoperability platform had recorded 1.4 million transaction with value of over 140 million cedis.

The CEO of GhIPSS, Archie Hesse highlighted Ghana’s position within the global financial inclusion space.

“The three uniquely interoperable platforms; bank accounts, mobile money platforms, bank account, ezwich, mobile money platform have been connected making Ghana one of the few in the world to achieve a full universal interoperability in the sub region.”

Meanwhile the Governor of the Bank of Ghana, Dr. Ernest Addison stressed the central bank’s sole concentrated power to control the mobile money space.

“As the sole regulator in the mobile money sector, the central bank will ensure that the right things are done to regulate the sector. We will continue to regulate and monitor activities within the space and ensure that all participants play by the rules.”

“The Bank of Ghana has a key responsibility to safeguard the financial system, to underscore the trust that is central to the financial system. It is therefore critical to ensure the confidentiality of transactions, privacy of data collected by the operators in this space including personal and financial data,” he concluded.

The phase two of the mobile money interoperability allows one to send and receive money from mobile money account to ezwich account.
